For our August Miller of the Month feature, we are proud to highlight Jessica Nworgu, Quality Control Manager at Flour Mills of Nigeria (FMN). FMN recently achieved significant recognition at the 2025 Micronutrient Fortification Awards, with four of their brands: Golden Penny Prime Flour, Golden Penny Confectionary Flour, Classic All Purpose, and Superfine wheat flour jointly securing the top position in the Top Five Excellence Awards.
1. Why did you decide to join Millers for Nutrition? Flour Mills of Nigeria (Golden Penny) joined Millers for Nutrition because we believe we can achieve more when we work together with other millers. The platform offers a unique opportunity for us learn new ideas, share experiences, and get the right support to make our fortification work even better. This includes access to cutting-edge research, innovative fortification techniques, regulatory insights, and a forum for peer-to-peer learning with other leading millers committed to similar goals.
2. Tell us about your commitment to food fortification For us, food fortification is more than a business requirement, it is a commitment to improving lives. Every batch of flour we produce is meticulously checked to ensure optimal micronutrient levels, safety, and nutrition, aligning with Flour Mills of Nigeria’s mantra: “Feeding the nation with nutritious food everyday.”
3. Tell us about your gender equity program. How has it impacted your business? At FMN, we are dedicated to creating opportunities for women across all areas of our company, including technical, operational, and leadership roles. Through comprehensive training, mentorship programs, and a fair recruitment process, we encourage an environment that champions diverse perspectives, strengthens teamwork, and ultimately leads to improved outcomes. This commitment also cultivates a positive workplace culture that reflects favorably on our business.
4. How long have you been in the milling business? How has the industry changed in that time? For over 64 years, Flour Mills has been a part of the milling industry. The milling industry has evolved so much since then. Technology now plays a bigger role, and there is more focus on nutrition, sustainability, and meeting strict quality standards. My role has similarly expanded, transitioning from a primary focus on production to leading initiatives improve nutrition and strengthen partnership
5. What’s your proudest achievement? I am immensely proud of the impact our fortified products have had on combating micronutrient deficiencies nationwide. On a personal note, witnessing the growth of younger colleagues I have had the privilege to mentor into confident industry professionals brings me great satisfaction. LAGOS, NIGERIA – A significant partnership is underway to establish a state-of-the-art oil refinery in Gombe State, North-Eastern Nigeria, promising to improve nutrition and create economic opportunities for thousands. The Gombe State Oil Modular Refinery Project is a collaborative effort involving Millers for Nutrition and their strategic fortification partner BASF, who will provide funding support. EDCEL Ltd. and the Gombe State Groundnut Oil Millers Association (GSGOMA) will then establish the oil refinery.
The project, discussed during a recent closed-door executive roundtable, aims to build a 20-ton service refinery at the Gombe groundnut oil industrial center. This facility will focus on producing refined groundnut oil fortified with Vitamin A, addressing nutritional deficiencies prevalent in the region. This is expected to benefit approximately 10,000 youths and women under the age of 45 and unlock a 500 million naira investment (about 315,000 US Dollar).
Alhaji Umar Madugu, Deputy Chairman of GSGOMA, highlighted the dual benefits of the project. “This partnership will be an opportunity for us local millers to produce refined oil with Vitamin A that will improve the health of the people of North-Eastern Nigeria,” he said. “Another good part of this partnership is that it is economically beneficial to the people.”
Ayodele Tella, Senior Program Manager at Millers for Nutrition, emphasized the collaborative spirit and mission behind the project. “Vision, purpose, alignment, and partnership truly captured the atmosphere of the discussion,” Tella stated. “The focus was on establishing a 20-ton service refinery. The B2B linkage and sponsored coordination between EDCEL Ltd, the sole producer of the diluted vitamin A palmitate fortificant for micro-small oil millers, and the leadership of the Gombe state groundnut oil millers association, perfectly embodies the core mission of Millers for Nutrition. This initiative aims to sustainably provide adequately fortified staples to vulnerable consumers through effective private sector partnerships.”
EDCEL Ltd., playing a crucial role in the project by providing vitamin A fortificant, also shared their perspective. Cletus Chibuko, Managing Director of EDCEL Ltd., noted, “We are proud to be a part of this project that will not only enhance nutritional outcomes but also empower local communities. Providing the necessary fortificant is a key step in ensuring the long-term health benefits of this initiative.”
This partnership aligns with the broader mission of Millers for Nutrition, a coalition dedicated to helping millers fortify staple foods like wheat, maize, edible oil, and rice. Millers for Nutrition supports millers across eight countries in Africa and Asia, including Nigeria, connecting them with experts and resources to improve food nutrition and business competitiveness. Millers for Nutrition is powered by TechnoServe with funding support from the Gates Foundation.
As the project progresses, it holds the promise of serving as a model for sustainable development and public-private partnerships across Nigeria, showcasing how strategic collaborations can drive tangible, positive change in communities.

What is your commitment to Food Fortification? My commitment to Food Fortification is a hundred percent. I believe it is my responsibility to ensure that the flour leaving our factory is adequately fortified, thereby helping to reduce micronutrient deficiencies among Nigerians. I have been a champion of food fortification for many years, even before it became mandatory in Nigeria.
Why did you decide to join Millers for Nutrition? As a Quality Assurance Manager, I understand that continuous learning is essential to ensure adequately fortified products. Joining Millers for Nutrition was an opportunity to strengthen my expertise. The platform equips me with up-to-date knowledge and best practices, enabling me to perform my role more effectively. Every training, resource, and discussion helps me improve our fortification processes and product quality.
What is your proudest achievement? We take great pride in customer satisfaction. My greatest professional joy comes from knowing that customers trust and enjoy Eagle Flour Mills’ products. When we visit markets and receive positive feedback, or when our customer care line receives no complaints or returns, it confirms we are on the right track. This achievement reflects not just our quality production, but also the positive impact of fortified products on households across Nigeria.
What would you tell other millers about joining Millers for Nutrition? Being part of Millers for Nutrition makes it easier to improve and maintain consistency in fortification. This helps sustain and strengthen fortification efforts, ensuring consistency. Furthermore, through the Micronutrient Fortification Index, Millers for Nutrition recognizes and celebrates millers who work diligently to make a difference. Entire Industry Champions Improved Nutrition Through Food Fortification
LAGOS, NIGERIA, November 27 — Millers for Nutrition, a coalition of key food fortification stakeholders dedicated to helping millers fortify staple foods, is celebrating a major milestone as all 17 wheat flour milling sites across Nigeria have joined the organization. This 100% participation from the wheat flour milling sector represents an industry-wide commitment to improve the nutritional value of wheat flour through proper fortification practices.
“I express my sincere gratitude to the Nigeria wheat flour millers for their commitment to improving the nutritional value of their products,” said Ayodele Tella, Senior Program Manager. “By joining Millers for Nutrition, these millers have demonstrated a remarkable dedication to the health and well-being of Nigerian consumers. Millers for Nutrition aims to make producing correctly fortified, nutritious food easier and more rewarding for millers.The coalition’s approach connects millers to industry experts, suppliers, social enterprises, and other solution providers to access best in class technical assistance and specialized training on industry best practices. As we celebrate World Food Day 2024, it’s time to shine a spotlight on this unsung hero, whose benefits are more relevant today than ever before.
Food fortification isn’t just about nutrition—it’s about improving lives, economies, and the future of our world. It’s the reason iodine deficiency disorders have nearly disappeared, why devastating diseases like beriberi and pellagra are now rare, and why the rates of neural tube defects, a major cause of infant mortality, have plummeted. This simple, cost-effective solution has saved millions of lives and has quietly been a cornerstone of public health for decades. Yet, in global conversations on nutrition, it rarely takes center stage.
A Silent, Global Crisis
Right now, over 2 billion people—almost one in three—suffer from “hidden hunger.” This isn’t about empty stomachs; it’s about the lack of essential nutrients like iron, iodine, vitamin A, and folic acid, which are crucial for healthy development. The consequences are severe: stunted growth, weakened immune systems, cognitive impairments, and even death. For example, iron deficiency affects 1.6 billion people and contributes to 20% of maternal deaths worldwide. This is more than just a health issue—it’s an economic one too. According to the World Bank, micronutrient deficiencies cost developing countries up to $3 billion annually in lost productivity and healthcare expenses.
The Power of Fortification: Proven Results
Food fortification is one of the most powerful tools in the fight against hidden hunger. Take iodized salt, for example. Since its introduction in the 1990s, iodine fortification has reduced global iodine deficiency by over 80%, virtually eliminating iodine deficiency disorders like goiter. Nearly 90% of the world’s population now consumes iodized salt, saving millions of lives and improving cognitive development, especially in children.
Similarly, fortifying wheat and maize flour with folic acid has been a game-changer in the fight against birth defects. In countries with mandatory fortification, neural tube defects—such as spina bifida—have dropped by 46%. In the U.S. alone, fortification has prevented 1,300 neural tube defect-affected pregnancies every year since 1998. These numbers aren’t just statistics—they represent lives changed and futures transformed.
In Zambia, where flour is fortified with iron, anemia in women of reproductive age dropped by 10% in just a few years. The impact is clear: fortification works, it’s affordable, and it reaches people where they are—no drastic changes in behavior or diet needed.
A Changing World, A Growing Need
The world is changing fast, and with it, so are people’s diets. By 2050, 68% of the global population will live in urban areas, up from just 30% in 1950. This shift toward urban living is driving changes in food consumption, with more people relying on processed and packaged foods. While these foods are convenient, they often lack the essential nutrients found in traditional diets. In sub-Saharan Africa, urbanization is leading to increased consumption of refined grains, stripped of nutrients during processing. The result? A growing nutritional gap, one that food fortification is perfectly poised to fill.
The Global Nutrition Report of 2021 warns that in low- and middle-income countries, diets are becoming increasingly energy-dense but nutrient-poor, contributing to rising obesity and non-communicable diseases like diabetes. In these environments, fortifying staple foods with critical nutrients like iron, vitamin A, and folic acid can address the double burden of malnutrition—undernutrition and obesity—at the same time. Food fortification offers a pragmatic solution that can adapt to these changing realities without overhauling dietary habits.
A Pragmatic Approach: TechnoServe’s Millers for Nutrition
So, how do we make food fortification even more effective? By working with the people who make the food we eat. That’s exactly what TechnoServe’s Millers for Nutrition initiative does—engage with private-sector millers, the unsung heroes who ensure that the food reaching millions of people is not just filling, but nutritious.
Unlike traditional approaches that focus on government regulations, TechnoServe’s strategy is simple but powerful: we give millers the tools, technical assistance, and training they need to voluntarily fortify their products. Our approach is pragmatic, scalable, and sustainable. By 2023, TechnoServe had partnered with 500 millers across Africa and Asia, impacting the nutrition of over 200 million people.
The initiative is driven by competition and innovation. For instance, in Kenya and Nigeria, TechnoServe introduced the Kenya Millers Fortification Index (KMFI) and the Micronutrient Fortification Index (MFI). These indices encourage millers to compete on quality and compliance. The result? A 40% improvement in fortification levels among participating millers in Kenya, ensuring that fortified products meet nutritional standards and reach those who need them most.
Scaling Up: The Future of Fortification
The successes seen in Kenya, Nigeria, Zambia, and other countries are just the beginning. More than 85 countries now have mandatory fortification programs, but billions of people—especially in low- and middle-income countries—still do not have consistent access to fortified foods. Scaling up fortification efforts, expanding access, and ensuring that fortified foods reach the most vulnerable populations is the next frontier.
On this World Food Day 2024, the message is clear: food fortification is a simple, effective solution that remains essential in the fight against malnutrition. As the world’s populations shift towards urban living and dietary patterns evolve, fortification is becoming more critical than ever before. Through initiatives like Millers for Nutrition, TechnoServe is showing how public-private collaboration can drive real, lasting change.
Together, we have the tools to build a healthier, more resilient world—one fortified grain at a time.
